The quest is completed as part of Azuro's service. If you decide to form an alliance with the Inquisition or fail a quest from the natives (see: Mauregato!), you will need to pick up the Messenger's clothes and the Mauregato signet ring. These two items will allow you to enter the cathedral, from where the city authorities run the city.

Completing the second quest takes much longer. There are two ways to do this, and the choice affects subsequent events.
